Because Golden Horde ages up so slowly, China can get away with pro scouts straight away unlike in other matchups.
China, although they age up quick, they need a lot of officials before they can get anything done really. Any time that is bought is good for Golden Horde to get to castle age and get Muscovy Yasak going, because with that armor and Torguuds they just don't die.
