Archers up against Torguuds because the Torguuds do not do that much damage. It is much more reasonable to go archer-Ghazi against them than if you were up against something like an actual knight.

Against the Golden Horde, archers don't mind tanking a little bit of damage from the Torguuds. They can just run around and kite easily without needing Ghazi Raiders to body block for them at all.

With Ghazi Raiders, Delhi can shut down anything that moves out of the base. Golden Horde takes a pretty long time to age up. Delhi doesn't take a long time to make a Ghazi Raider, so it could be very oppressive quite early on.

To get things rolling with Golden Horde, you need to get a few Ovoos set up. They take time, and you have to wait for a bunch of resources, so consistent unit production is harder, and raids can be hard to deal with.
