Raider elephants are not classified as heavy units, which works against the Ghazi Raiders. The +2 damage is only going to come in useful against the Healer Elephants, which you want to focus.
On water, Delhi is at a sheer disadvantage. Tughlaq's economy early on is better than Delhi's because of the elephant economics. They should be able to afford more ships.
