On something like an Arabia or gorge, you can play a bit more to the Ghazi's mobility and kind of outmaneuver Zhuge Nu and Palace Guards here and there. Play to spacing and spreading yourself out properly. You don't have that luxury on Coastal Cliffs. It's two sites close together condensed the map.
Zhuge Nu shred through light cavalry. On paper, horsemen counter archers, but due to Zhuge Nu's rate of speed, DPS, and mass, you need a lot more horsemen than you think.
Zhu Xi's Zhuge Nu in enough numbers will deal with Delhi's Ghazi raiders.
Delhi would love to get to Castle against mass Zhuge Nu because they have War Elephants and Lancers with Honed Blades.
Ghazi are not terrible against palace guard, but Zhu Xi's Regional Inspection tech can make the fight much harder for Delhi. It buffs so many troops.
I don't think you need Tower of Victory at all, mainly because the bonus attack speed is going to be nice on archers, but as a civilization that already has access to Ghazi Raiders which are already baseline a lot better than Horsemen, I don't think you need that at all, and you're going to be missing out on a lot of resources. You get the Meditation Garden which already gives you a lot of value, so you also want to get a lot of value baseline just by saving 130 resource per minute with a Dome of the Faith.
The Archers have more range than the Zhuge Nu and they do bonus damage against the Spearman as well, so with good micro you should always be able to snipe down the Spearman relatively quickly and then allow your Ghazi Raiders to dive onto the Zhuge Nu.
This is one of the issues with Zhu Xi: when you get the Zhuge Nu out, you're slow — 1.12 tiles per second of movement speed, you're as fast as a Man-at-Arms. That means you're going to be also very slow when it comes to reacting to Sacred Sites.
