Going Meinwerk Palace as HRE can make your Horsemen a lot more competitive against Delhi's Ghazi Raiders, because the blacksmith upgrades from the landmark make them stronger.
It is very important for HRE to kill Delhi's scholars to delay the sacred site timer and gold income.
Dome of the Faith's mass healing and faster technology access shut down HRE man-at-arms play in Feudal Age, because they hit hard but are slow, so you counter them with healing.
You're not going to be fast castling against Delhi with HRE; you'll need wood income throughout the Feudal Age.
Against Delhi war elephants, you need a lot of crossbows.
With a relic lead against Delhi, you can just protect your economy with a keep, get farms, and deny map control instead of pushing into their base against war elephants.
If you go men-at-arms, ghazi raiders do get bonus damage against you, but there is also the healing power of the scholars. Men-at-arms don't do a lot of damage against ghazi raiders, so that's most of the damage you can actually offset by healing. It's not like you're fighting into spearmen where the healing cannot match up against the damage output.
If you're massing horsemen against Delhi, you need to find a timing before war elephants come out. Waiting until you have 20 horsemen might be too late—by then they could have four war elephants.
Feudal Ghazi Raiders only do an extra +2 to heavy, so castle-age Men-at-Arms might be able to strong-arm them.
The more you dilute the composition against Delhi, the worse it gets, because the ideal situation for a Delhi Dome of the Faith feudal is let me build Ghazi and nothing else.
