If HRE ships do get in that extra bit closer, then there is no advantage from the admirality upgrade.

The way you win this matchup as HRE is you just blob archers in Feudal. If the King comes out you can more easily blob into archers to snipe him and add in a few Spears.

The English farms are buffed by 30% (with Enclosures), so they get 3/4 of what HRE gets. But once you scale past a point, HRE's Aachen buff becomes limited – you can only buff about 30‑35 farms with Aachen, while English can buff 80 farms with 30%.

If HRE gets four relics with Regnitz Cathedral, they can equalize economic disadvantages.
