If you can pick off healer elephants by themselves out of position, that is a way back in the game against Tughlaq.
Tughlaq's ability to spam cheap, miniature keeps gives them great map control, which is absolutely brutal for HRE to contest.
Meinwerk Palace horseman and spearman could be good enough to beat out Raider Elephants. One only needs a little surround, which is way easier with the Marching Drills built in for HRE.
