Remember the Mongols have the move speed. Their archers are actually quicker than Yumi.
Koka Township pops out Shinobi, sends it to your dock, and your dock gets sabotaged. You won't be able to get a unit out of that dock to defend it in time.
Shinobi changed the Japanese vs Mongols matchup quite a bit. Mongols typically have multiple issues with it because Shinobi are great blockers to Keshik and Spearman, and usually you want to place your production around the Ovoo, which makes it susceptible to sabotage.
