Order of the Dragon are great when it comes to dealing with cavalry units, their spearman whenever they graze one of those horsemen just a quarter of their HP gone immediately. The mass Sipahi play against a civilization like Order of the Dragon might not pay off as quickly. At the same time though, the Sipahi are just incredibly dangerous when they jump on archers and having a lot more value concentrated on your archers can also hurt you. And because the Sipahi have so much more HP, they're able to survive one additional spearman hit. So there might be value in diving past the spearman, jumping on the archers, just getting a ton of value immediately.
