It's just in this matchup typically like early on into the game, that's when HRE has the just way superior economy with the early inspiration, but as the game goes on, Zhu Xi's Legacy tends to pull ahead a little bit with the Imperial officials.

HRE's early gathering rate with the Prelate is pretty insane on land, so it gives them a bit of contest even against the Meditation Gardens.

On water maps, HRE's Prelate inspire buff doesn't affect fishing boats, so HRE suffers more when shifting to water. Zhu Xi, on the other hand, has Tax and Imperial Officials that are less impacted, so the loss is less.

The Aachen Chapel is very strong early on, but once they have 20-30 villagers on the woodline and have chopped through far enough, there's no more inspired economy. As the game continues, Zhu Xi's Imperial Officials can match the Prelate economy.

HRE gathers quicker, but Zhu Xi gets 20% more from the same resources, so HRE needs to use burst timings because they'll run out of buffed resources quicker and have to move out to more dangerous places.
